Burkina Faso

The Burkina Faso Office was set up in 2003 with the aim of bringing the supervision and coordination of Luxembourg's bilateral cooperation projects and programmes closer to the sub-region. With constantly growing portfolios, the office has continued to evolve to being in charge until recently of the programmes implemented in Burkina Faso and Niger. In order to improve the cooperation with the national partners, the Ouagadougou Office set up, in early 2015, a permanent antenna in Niger, which finally became independent on 1 October 2017 to become a full-fledged Country office.

With nine direct staff, the Burkina Faso Office currently controls a portfolio of 65.8 MEUR for the support of the 2nd Indicative Cooperation Programme (ICP II) between Luxembourg and Burkina Faso. On the other hand, the Burkina Faso office has launched the formulation of the bilateral support of the Burkina Faso ICP III for a budget of 47.3 MEUR over the period 2018-2021.

These significant portfolios are translated into disbursements, which have increased significantly since 2011 (3.8 MEUR) and stabilized around an annual amount of EUR 26 million between 2014 and 2016 for the bilateral part. With regard to delegated cooperation, disbursements went from 0.3 MEUR in 2014 to 3.7 MEUR in 2016.

In Burkina Faso, all development actions are now part of the country's new development strategy, the National Economic and Social Development Plan (PNDES). The new ICP III is aligned with the priorities of this plan and is also consistent with the support of ICP II while refocusing on the sectors of basic education, vocational education and training, and the sustainable management of natural resources as well as a project in the ICT sector. The identification of this ICP has been the subject of significant delays due to political instability between 2014 and 2015. While the formulation of the first  IPC III initiatives has started in 2017, project launches should follow during 2018.
